Right I submit to you the 2023 Budget Statement and Economic Policy of His Excellency, the President of the Republic of Ghana, on behalf of the President of the Republic of Ghana and in line with Article 179 of the 1992 Constitution of the Republic of Ghana. Akufo-Addo Nana Addo Dankwa.
Mr. Speaker, I humbly motion that this House adopt the Ghanaian government's budget statement and economic policy for the fiscal year that ends on December 31, 2023.
I humbly submit the following statutory reports to this House as well:
The Petroleum Revenue Management Act, 2011 (Act 815), (as modified), Section 48 Annual Report on the Petroleum Funds for 2022; and
The African Union Import Levies Act of 2017's Section 7 mandates the 2022 Report on the Use of the African Union Levies (Act 952).
Mr. Speaker, the 2023 Budget Statement and Economic Policy of Government is condensed into this Budget Speech. I ask that the entire Budget Statement and Economic Policy of the Government for the year ending December 31, 2023 be recorded by the Hansard Department.
Permit me to begin by personally thanking you, Mr. Speaker, the members of this august House, and the leadership of Parliament for your individual and collective support, understanding, and cooperation over the past six years that I have had the honor and privilege to serve as the Minister of Finance.
As we are all well aware, a lot has transpired in the economy this year, particularly in the last few weeks regarding my involvement in its administration. In light of the tumultuous circumstances we are living through, I would like to express my sincere gratitude to the majority leadership and caucus of this House, the New Patriotic Party leadership, and especially myself.And I thank the NDC minority caucus in Parliament for its decision yesterday to actively participate in the budget-passing process. You stressed how "also mindful" you are "of the timeliness regarding the IMF negotiations and the crucial role a timely presentation of the 2023 budget will play in the advancement" of Ghana's case in the negotiations with the Fund, and I will quote you:
